Open both images in Photoshop. Go to the second image with no background. [Control + A] to select all. [Control + C] to copy.
Go to the background image, and [Control + Shift + V] to paste. Use [Control + T] to resize and move the character image.
[Control + Click] the character layer, and add a new layer mask.
Go to [Image -> Adjustments -> Desaturate].
Go to [Filter -> Filter Gallery -> Stylize -> Glowing Edges].
Select a black and white gradient.
Click the layer mask, and gradient fill like this.
Add a new solid fill layer.
Hover the mouse cursor between the character layer and the solid fill layer. [Alt + Click] to apply the fill mask.
